أغلق ائتلاف سعودي يضم شركة أكوا باور وشركة بديل التابعة لصندوق الاستثمارات العامة وشركة سابكو التابعة لأرامكو السعودية، التمويل لـ7 مشاريع كبرى للطاقة المتجددة بقدرة إجمالية تبلغ 15 جيجاواط، في خطوة تعتبر الأكبر ضمن البرنامج الوطني للطاقة المتجددة بالمملكة.

وتتضمن المحفظة 5 محطات طاقة شمسية مستقلة ومشروعين للطاقة الريحية، مع توقع بدء العمليات بين النصف الثاني من 2027 والنصف الأول من 2028. وتشمل المشاريع: محطة بيشة بقدرة 3 جيجاواط في عسير، ومحطة حمايج بقدرة 3 جيجاواط في المدينة المنورة، وخليص بقدرة 2 جيجاواط بمكة المكرمة، وعفيف 1 و2 بقدرة 2 جيجاواط لكل منهما في الرياض، إضافة إلى مشروعات الرياح ستارة بقدرة 2 جيجاواط، وشقراء بقدرة 1 جيجاواط في منطقة الرياض. وتُعد شركة شراء الطاقة السعودية SPPC المشتري الوحيد لإنتاج هذه المحفظة.

وبحسب البيان الصحفي لشركة أكوا باور، تبلغ الاستثمارات الإجمالية في المشاريع الـ7 نحو 8.2 مليار دولار (31 مليار ريال سعودي)، مع تمويل دين كبير بقيمة 5.9 مليار دولار من مقرضين محليين وإقليميين ودوليين، منهم بنوك مثل عجمان، والإنماء، والعربي الوطني، والصين، والإمارات دبي الوطني، وأبوظبي الأول، و HSBC، و ICBC، و KfW IPEX، و ميزوهو، و ناتيكسيس، و سوسيتيه جنرال، وستاندرد تشارترد.

وتأتي المشاريع ضمن خطة صندوق الاستثمارات العامة، عبر شركة بديل، لتطوير 70% من مستهدف الطاقة المتجددة في السعودية بحلول 2030، ما يرفع محفظة أكوا باور في المملكة إلى 21 مشروعًا بإجمالي قدرة متجددة تتجاوز 34 جيجاواط، ليصل إجمالي قدرتها العالمية إلى 51.9 جيجاواط.

وعلى صعيد التنفيذ، حصلت شركات صينية للهندسة والمشتريات والإنشاءات على عقود عدة، أبرزها مشروع الرياح PIF5 بقدرة 3 جيجاواط، الذي يضم مشاريع شقراء وستارة، وعقد تنفيذ مشروع خليص للطاقة الشمسية بقيمة 2.74 مليار دولار، إضافة إلى عقد تنفيذ عفيف 1 و2 للطاقة الشمسية بقيمة 1.65 مليار دولار من ائتلاف صيني.

A Saudi coalition comprising ACWA Power, the Badil company affiliated with the Public Investment Fund, and Sabic, a subsidiary of Saudi Aramco, has closed financing for 7 major renewable energy projects with a total capacity of 15 gigawatts, in what is considered the largest step within the national renewable energy program in the Kingdom.

The portfolio includes 5 independent solar power plants and 2 wind energy projects, with operations expected to commence between the second half of 2027 and the first half of 2028. The projects include: the Bishah plant with a capacity of 3 gigawatts in Asir, the Hamaj plant with a capacity of 3 gigawatts in Medina, Khulais with a capacity of 2 gigawatts in Mecca, and Afif 1 and 2 with a capacity of 2 gigawatts each in Riyadh, in addition to the wind projects of Satara with a capacity of 2 gigawatts, and Shuqaiq with a capacity of 1 gigawatt in the Riyadh region. The Saudi Power Purchase Company (SPPC) is the sole buyer of the production from this portfolio.

According to the press release from ACWA Power, the total investments in the 7 projects amount to approximately $8.2 billion (31 billion Saudi riyals), with significant debt financing of $5.9 billion from local, regional, and international lenders, including banks such as Ajman, Alinma, National Arab Bank, China, Emirates NBD, Abu Dhabi First, HSBC, ICBC, KfW IPEX, Mizuho, Natixis, Société Générale, and Standard Chartered.

The projects are part of the Public Investment Fund’s plan, through Badil, to develop 70% of the renewable energy target in Saudi Arabia by 2030, raising ACWA Power’s portfolio in the Kingdom to 21 projects with a total renewable capacity exceeding 34 gigawatts, bringing its total global capacity to 51.9 gigawatts.

In terms of execution, several Chinese engineering, procurement, and construction companies have secured contracts, most notably the PIF5 wind project with a capacity of 3 gigawatts, which includes the Shuqaiq and Satara projects, and a contract for the execution of the Khulais solar project valued at $2.74 billion, in addition to a contract for the execution of Afif 1 and 2 solar projects valued at $1.65 billion from a Chinese coalition.
